In order to ensure safety of passenger life and property, Civil Aviation Administration of China (CAAC) has decided to adjust measures related to passenger carrying liquids in hand luggage on domestic flights, the details are hereby announced as follows:

1. All passengers on domestic flights are prohibited from carrying any liquids; instead they can be consigned as checked luggage, whose packaging must be in compliance with relevant air transport rules and regulations.
2. Passengers are allowed to carry with them small amount of cosmetics for self-use on domestic flights. Only one item of each type is allowed and the capacity of the container must not exceed 100ml, to be placed in separate bags and are subject to security checks.
3. Passengers who need to connect from non-domestic flights to domestic flights at airports in Mainland China shall have their duty-free liquids placed into sealed, transparent and security tamper-evident bags (STEBs) and shall produce receipts of the purchased liquids as required.Such liquids are not allowed to be carried on board unless they can pass security checks.
4. Passengers with infants may apply to airlines for free liquid milk products to be served on board the aircraft while purchasing tickets.Passengers with diabetes or other illness may carry necessary liquid medicines provided that these medicines can pass security check and shall be kept in the custody of cabin crew members.
5. When passengers take international and regional flights, "Public Notice on Restricted Carriage of Liquids on Civil Aviation Aircraft", which has been promulgated by CAAC on 17 March, 2007, shall still apply.
6. In case of any consequences resulting from violation of the above regulations, passengers shall bear responsibilities themselves.
